A Villager Breeder is a setup to breed villagers in order to build a trading hall.
Building
First, you need a source of villagers. Commonly in a village. To not loose the villagers during building the setup at nights, trap them inside a house.
Then you can build the breeder as in the screenshot. The flowing water is used to push the villagers near to the rail. It is required that a rail is going next to the villager grow-up chamber to pick it up. To prevent baby villagers to get out, but still get the minecart directly next to the villagers hitbox, a rail going up, with a slab over the rail is sufficient. The villagers will stand both on one fence. Make sure the fence does not connect with adjacent blocks, causing the villager babys to not fall through into the grow-up chamber. This is done using slabs. On top of the slabs, you place 4 beds, and place on it carpets or trapdoors to keep the villagers trapped on top of the fence without conflicting with game mechanics letting the villagers not claim the beds.
When finished, you can move 2 villagers into the setup. The easiest way is to unemploy the villagers, and let them chase an workplace block like a smithing table, until the villager runs some path over the villager breeder, and let him fall ontop of the fence by walking over an open trapdoor.
At the end, it is recommended to cover the setup as in the first picture to prevent from damage through zombies or lightning bolts. Keep a trapdoor to be able to throw food on top of the carpet or trapdoors next to the villagers.
Mechanics
Feed the villagers by throwing a stack of bread/carrots/potato next to them. The villagers will pick it up and breed in the following days. Baby villagers will after breeding fall through the fence the tube down. Optionally you can leave the baby villager inside until grown up.
Place a minecart to drive the rail next to the grow-up chamber up to collect a villager, and send it through the railway where ever you need the villager.
